What would a Quaker nation look like? Or even a large Quaker community, or a Quaker state, as they used to call Pennsylvania, which once may have qualified. First, the state has to look at violence as its biggest concern. Rather than using violence to establish order itself, it should make responding to domestic violence and all violence effectively its highest priority.
